It's just a coincidence that Republicans have way more sex scandals that are homosexual in nature.

I find most of the people who really, really hate homosexuality are in fact self hating homosexuals who are trying to repress their gayness. Republicans definately do everything they can to stigmatize gays and single them out as bad or even evil ("they're out to destroy marriage!" ) so, yes, there most certainly is something "in the politics of the Republican party that encourages such criminal behavior". If these guys weren't told their sexuality was evil and shameful then they'd probably not repress it so much and have it surface in such strange ways.
