No you are getting confused. They are not leaving technology behind because they are too much control to let that happen. When we get advanced technology it's because there are elements of our own civilization that think we need it.

Yeah and how do you explain the sudden increase in the rate of technological advancement in the past few centuries?

Oh don't tell me you are one of those Ray Kurzweil people who think all technology is leading to when the AI takes over. Haha, those guys make me look sane.

Nope, I just think the difference in terms of technological sophistication between the years 2000 and 1700 is a lot bigger than the difference between 1700 and 1400.
