You really shoudln't blame government employees becuase most of the time they are just taking orders from higher ups. What happens sometimes is that the person giving the orders has been compromised in some way or they have convinced other people they are in charge when in reality they are working for other forces. And that's why the government can seem so corrupt sometimes. You shouldn't blame the workers though.
