I think it is horrible that you don't have free healthcare, I am not trolling at all. I just imagine how desperate someone with no insurance would feel with no free healthcare.

I live in a third world country, and here if you have a job and pay taxes, you have good private medicine.
If you are unemployed, or a non registered worker (like 30% of the population are non registered workers here), you go to the public hospital and pay nothing.
The public hospital is not a nice as the private clinic, you don't have air conditioning, you have to wake up very early, and queue with poor people for 2 hours in order to get a turn to see a doctor. But it is free, and the medicine is just as good.
In case of an emergency off course you don't have to wait.

I believe it is not a US constitutional duty, but a state constitutional duty. I'm not familier with other states constitutions, but in Wisconsin, the main duty required by a County Sheriff is to maintain a jail. Wether or not privatizing a county jail is legal has yet to be determined in my state. The arguement for it is if you pay a company to run it, isn't the Sheriff maintaining it? And anyway, most of what you guys know about is private prisons, not jails.

The hospital I work at is a for profit hospital. They average collection of bills on about 19% of the total. So, many, many people go to the hospital and don't pay.

Go to a non-profit Slowwy, they will help.
