        I think the top 3 are widely considered to be Victoria, Henry VIII and Lizzy1

        I think Aethelstan is a great shout for 4th.

            I agree with those top 3, but would place Henry VIII as 3rd.... might be for 'other' reasons.

                1- Æthelstan. Obvious, really.
                2- Cnut.
                3- Edward the Elder.
                4- Æthelflæd. Some people will argue she wasn't a monarch, but they're idiots and wrong.
                5- Ecgbert.
                6- Penda.
                7- Offa.
                8- Charles II
                9- Edward III
                10- Henry VIII.

                  Yes, there is no Alfred the Great there. He makes top 15, but no higher. Elizabeth I had too much pointless internal revolt to make the top 15, and Victoria was just a dumpy, pot-smoking figurehead who could easily have been replaced by a mop.
