I've added in 3 of the top contenders and changed George II 2 to George III.

Jon Miller: MikeH is a shockingly revolting dolt and a masturbatory urine-reeking sideshow freak whose word is as valuable as an aging cow paddy. We've got both kinds
I think the top 3 are widely considered to be Victoria, Henry VIII and Lizzy1
I think Aethelstan is a great shout for 4th.

I agree with those top 3, but would place Henry VIII as 3rd.... might be for 'other' reasons.

1- Æthelstan. Obvious, really.
2- Cnut.
3- Edward the Elder.
4- Æthelflæd. Some people will argue she wasn't a monarch, but they're idiots and wrong.
5- Ecgbert.
6- Penda.
7- Offa.
8- Charles II
9- Edward III
10- Henry VIII.
Yes, there is no Alfred the Great there. He makes top 15, but no higher. Elizabeth I had too much pointless internal revolt to make the top 15, and Victoria was just a dumpy, pot-smoking figurehead who could easily have been replaced by a mop.
Was there a Roman-era ruler of Britain named Lucullus or something, and if so, was he any good? It would be so rad if your best rulers were Lucy and Ethel...

Arguably, this is what makes a good monarch.

This is about England. England didn't exist in the Roman era.
