WTF!? Doesn't mention anything about subtitling in that story - just that Americans are criminally incapable of swimming to the extent that swimming pools are more deadly to children in the US than guns...

But yeah, you are right, the BBC subtitles everything so when there's a dumb yank visiting the country, they can switch the subtitles on to understand what's going on.
