    If you cut out people who've moved in from other parts of the country, whites in the deep south vote Republican nearly as much as blacks vote Democrat.

    The bulk of the South has always has always (except during transition periods) tended to have pretty uncompetitive elections with one party being vastly dominant. The same goes for people from the South of both races, they just support different parties.
    This is less true in southern states that have less black people, like Arkansas and Tennessee. Only ~60% of white people vote Republican there.

        It is against their economic interest to vote republican. Blacks have little to gain, and a lot to lose from the end of the explosion in government hiring and social programs.

          How does government hiring help the poor? Doesn't the government tend to hire people with college degrees?

            The government hires blacks(not necessarily poor) at a greater rate than their percentage of the population.

              Half of the population of DC is black, and that's where a lot of the federal jobs are. However a strong preference for the Democratic party among blacks is a nationwide phenomenon.

                            Though you might figure out that the statement "Blacks are more likely to suffer from spending cuts" is dependent on the target of such cuts.

                              You must be expecting some sort of ideal ethnic makeup in order to use a term like "overrepresented." If you're not using the ethnic makeup of the US population, what are you using?

                                I don't know about Lockheed(probably not), but I think that they are at nasa.
