Cutting off the supply of 3 of those would cripple vast swaths of your country in short order. Feel free to continue bragging about how many bombs you have -- but you don't have what matters most.
As to the OP yes Europe could ramp up military spending, but they'd have to make actual choices between their welfare state and said military spending. As long as the rest of the world buys the whole "In God we trust" on the USD, we don't have to

You going to snap your fingers and bring dozens more nuclear plants online on the east coast?
Stumble upon enough natural gas resources to quickly provide for your west coast?

WTF are you rambling about. France is one of your most useful ally. If anything you've ****ed them over countless times more than they have.
Let's look at history.
1)France surrenders to Germany in 1940.
2)US/Britain to invade North Africa, request cooperation w/ the French. Cooperation given reluctantly. Girard, De Gaulle, Darlan, etc., squabble over role of the French in an Anglo/US operation. French battleship Jean Bart fires on USS Massachusetts.
3)De Gaulle eventually gains control over Free French, and continues to dick around Allied command structure, eventually co-option French formations under Eisenhower's command to act in a manner contrary to orders, in order to pursue French objectives to the detriment of the Allies.
4)The French demand recognition as a major power, despite the fact that they were the ONLY major power to surrender to Hitler.
5)The French enter NATO, then decide to kick NATO out of France, but still expect NATO protection.
6)The French refuse American aircraft the right to overfly French territory en route to bombing Libya. The US gets in done anyway.
7)The French pursue a Franco-German-Russian bloc to counter US power, never minding the fact that it was US power that saved France from German/Soviet domination in the first place.
8)France continually opposes US foreign policy at every turn.
9)France needs US help to, ironically, bomb Libya.
**** France. Simple as that. They pretend to have international relevance when in fact they are so irrelevant that the only news they make is when their Presidential candidates try to rape American maids.Follow me on Twitter: http://twitter.com/DaveDaDouche
