You could also say the democrats have stalled it, by not passing it last year like Congress was supposed to and by not ceding more to the Republicans. Like you say, it takes two to have a standoff. Point is, Congress is supposed to pass a budget in the early fall and the Democrats didn't even try.If there is no sound in space, how come you can hear the lasers?
