On what possible grounds could they be authorized to physically detain them, as opposed to simply threatening not to come the next time they cry wolf? Maybe the same statutes that criminalize calling regular 911 without good cause, but where is there any sign that this "rescue crew" even has authority to arrest anyone? I smell a lawsuit in the works.

Bill them and embarrass them. Publish the details on the agency's website, with photos. Send a copy to the evacuees' local paper. And/or make them do community service.

I thought there were restrictions on who was allowed to attempt the Royal Arch Loop. Seems like there should be.

Sure, but a citation is just that. Detaining someone is a different story and I'd be surprised if this rescue crew was made up of cops.
