No, that does not follow. The agency problem of an individual wrt himself is 0. The agency problem of the gov't wrt the same individual > 0. So we let the individual choose.
(Alternately, you can concede that some individuals do have an agency problem wrt themselves, but it is still almost universally less than the gov't's).
The agency problem of a parent wrt his child is > 0, and most importantly is (for some people) very large. The agency problem of the gov't wrt the same child > 0, but most importantly (for some people) it is much smaller than the other problem. So, we let the gov't choose.

I'm trying to keep this as simple as possible, so it's accessible to second-year economics undergraduates. Many theoretical papers I read are full of impenetrable (to me) thickets of math. So I reverse-engineer the model. I try to figure out...
Krugman had a post about it IIRC, but the post wasn't interesting.
I've been trying to integrate this into the stuff I learned from Sumner.

You're drawing an arbitrary line at 18 and pretending it's ok to run people's lives before that line, but not later. (Except for "some people" in some cases.)

In regards to helping people out, why should we not make these determinations? If they were capable on their own, they wouldn't need the help. (In the US)
