1) Any significant Constitutional change is difficult here. Not only by requirements (NYE listed earlier) but because it will inevitable involve the "Quebec issue". The requirements are tough because getting provincial agreement on anything more than more money for the provinces is like herding cats. The Quebec thing comes up anytime the Constitution is mentioned. "While we're at it..." sort of stuff.
2) I'm not sure what the polls are like on the royalty issue. I suspect they would be divided. The problem as I see it is more related to point 1) above.
