"Racing" in Texas can be done by a single vehicle according to Sec. 525.420 of the Transportation Code.

If its a crime its a crime. Off duty cops don't get a pass. Just as if they are impaired, they should be charged and I applaud their fellow cops for doing it.

The impound problem arises as the law targets the owner of the vehicle (another problem) and doesn't exempt public vehicles.
