I'm not always a philantrapist, i don't have the money nor dedication to be so, but this strikes me as an entire nation/culture at the brink of extinction. Greenpeace, who are in the business of overestimating the severity of nuclear accidents, put the death toll of Chernobyl (which was a level 7 nuclear accident, whereas Fukushima is a level 5 nuclear accident) at 140,000, and that was with the Soviets not accepting outside help and not being able to evacuate anybody in time. You're overestimating the severity of the problem by at least three orders of magnitude, and probably by closer to six or seven orders of magnitude.
