            Every department mandates their own policies and procedures to which how much force an officer many use in the apprehension of a subject. Now there’s some debate regarding certain departments potentially having policies which are far too aggressive, but for the most part many departments follow a fairly common sense policy of elevating their level of force, according to how the subject acts towards the officer.

            Now evidently, hitting the subject with the car is not that much out of the ordinary (at least in certain departments) this has been used as a less than lethal alternative to stop a subject. Admittedly though, this policy never quite looks right on camera, since it can be misinterpreted as extreme police brutality.

            However, in the above incident, the police brutality did not occur until after the subject was lying on the ground. At that point, he had obviously surrendered and the officers rather than following procedures proceeded to beat the subject.

            Now obviously, we can understand why this happens, after all there are some extremely belligerent subjects out there, who probably may deserve a good ass kicking, but it’s not for the officers to decide this, and they crossed the line by beating on the subject.

            Finally, I think that the officers should be ejected from their force, on the grounds that they acted did not follow their policies and procedures, but instead decided to act in a manner unbecoming of a sworn law enforcement officer.

            Furthermore the department really needs to review its policies and procedures and ensure that their officers comply with them, after all you cannot operate a functional unit, if the members of said unit are not following the procedures.
