The second part of your statement (not wanting to stop them bad enough) is an obvious truth that would/will apply to any unfriendly nation developing the tech. The US can certainly stop their program if they want to bad enough. The question is it worth the effort required.
How far will the US go to stop Iran? I think they will go so far as to offer political cover for Israel to make an air strike. Too late and not enough to accomplish the goal (over the long run) but the most likely scenario imho.
