A pointless, amateurish complication. You just took it from "stolen vehicle" to "stolen vehicle + missing person," on the grounds that stealing both makes it somehow less likely to attract attention. The guy could escape (you're going to have to kill him eventually, or else set him free), he could be packing himself, any number of things could go wrong. The whole idea is just bad.

Um, we were talking about stealing supplies such as fertilizer and pipes, which presumptively do not come pre-assembled into pipe-bomb form. I guess if you're going to be using a tanker as a primitive bomb, the swiping could work, sort of, provided the tanker blows up the second it hits an obstacle like in the movies. Also, provided you can jump out of a moving tanker, roll and shake it off like in the movies. Even then, the driver's just going to get in the way, and if you're going to "use it right away" in that sense it kinda doesn't matter if he told the authorities it was stolen, they'll prolly notice it was stolen when it detonates at Ft.
