  • I'd say that the divisive politics is more likely to cause crazy people to go on shooting sprees than sane people. I suppose, if you get divisive enough, you can start luring in the usually sane as well.

                      Unless he's been institutionalized, or otherwise declared crazy in a formal sense, there'd be no record for the government to justify rejecting the permit.
