I can see the logic in letting a building fall straight down in worst case, but I have some trouble seeing how it can be implemented handling say partial damage on one side - in that case the damage has to spread to the rest of the building letting it all collapse. Though, I can't recall it mentioned in the NIST report on WTC7, but I admit I just skimmed it (there was some nutcases claiming it was brought down with thermite).
