Whether we conclude that the justice system is blatantly racist or simply retarded has nothing to do with whether or not this man actually raped this woman (as in real rape) and simply pleaded out to the initially-reported version of events.

The answer is I actually have no idea, but it doesn't strike me as grossly unreasonable. I can think of examples where that kind of discrimination by a private party is definitely legitimate (the kosher guy), and who am I to gainsay the rest? Per your stipulation, we're not talking about a society with endemic racial segregation (i.e. not Israel).
