I came upon a barroom full of bad Salon pictures in which men with hats on the backs of their heads were wolfing food from a counter. It was the institution of the "free lunch" I had struck. You paid for a drink and got as much as you wanted to eat. For something less than a rupee a day a man can feed himself sumptuously in San Francisco, even though he be a bankrupt. Remember this if ever you are stranded in these parts. ~ Rudyard Kipling, 1891

EDIT: It just occurred to me that, while he's not as bad as Leo 2, Andrew Jackson was pretty nasty to the Cherokee, and he's on our $20 bill. So it's not like I'm throwing stones here.
All in all the younger generations consider him as a relentless powermongerer mostly responsible for the atrocities in Congo. Unfortunately this fact is seldom stressed in basic education.
In any case nobody views him with any level of reverence. It's just plain fact that quite a few monuments were erected during his reign, but then again we're not going to dismantle them just to clear our conscience right?"An archaeologist is the best husband a women can have; the older she gets, the more interested he is in her." - Agatha Christie

It's funny how in every country, there's always a minority of nationalists who keep alive the memories of the worst atrocities of a nation as if 'it wasn't that bad' etc...
IIRC there's even a museum dedicated to this guy and the Congo in Brussels - all with the truth airbrushed over of course!
