 I guess that they simply have the same problem as all other third world areas - everyone with just a glimse of intellect flees as fast as possible.With or without religion, you would have good people doing good things and evil people doing evil things. But for good people to do evil things, that takes religion.

 Unless I was outrageously rich, I couldn't even begin to approach the quality of life and standard of living I have here in Wales compared to London... 
 
 Thankfully my London self didn't know any better back then, or he'd be pissed off by the injustice of it all.
