        well in any case I'd say the answer has to do with ethnicity. 21 Gauls, Iberians or even Germans.

                  Nope, the 21 doesn't include pretenders. It counts those officially recognized, either by the Senate, another Augustus or by the "powers that be" (i.e., Ricimir).
