The time is measured in seconds starting January 1, 1970 at 00:00:00. If your registration time is set to -1 then it interprets that to mean one second earlier than the start, which is December 31, 1969 at 23:59:59.

Yes, as well as UNIX-inspired software (e.g. MySQL). The value 0 corresponds to second 0 on January 1, 1970. Times before then are represented as negative numbers and times after then are positive numbers (ranging from around -2 billion to +2 billion seconds, which is plus or minus 60-odd years).
