In Vernonia School District v. Acton (1995), the Supreme Court upheld the constitutionality of random drug testing for students who participate in school athletics. In the Board of Education v. Earls (2002), the Court expanded Vernonia to include students who participate in any type of competitive extracurricular activity.
I graduated high school in 2003 so I don't know if Philly instituted it or not although there apparently was a bit of a fuss about it. Can't tell searching online if it was implemented. Still, considering we have metal detectors and ID's in response to school violence, I imagine there would be drug testing in response to drug issues.

to touch on the thread topic (though not what Lancer was talking about)...
As for the innocent, they would be those people who some posters here are claiming would allow themselves or their daughters or their sisters to be "sold"... that is certainly not the case.
Sometimes they read these things over my shoulder, like today. A couple of them have logins here even, though I doubt they ever check the forums now that Lancer isn't posting pictures anymore. But in any case, if you could refrain from insults that involve them directly that would be great.

What you do on your own time is your own business, not yourmaster'semployer's. If you (or I) have a substance abuse problem that impairs the ability to perform the job in question, then yes there is an issue.
