Listen I don't think you realize that many many people with IQ's in the low 70's are pretty functional. The drooling people you have in mind have other issues of which a low IQ is just one of the symptoms of.

Borderline intellectual functioning is a categorization of intelligence wherein a person has below average cognitive ability (an IQ of 71-85), but the deficit is not as severe as mental retardation (70 or below).

Persons who fall into this categorization have a relatively normal expression of affect for their age, though their ability to think abstractly is rather limited. They are usually able to function day to day without assistance, including holding down a simple job and the basic responsibilities of maintaining a dwelling.

Mental deficiency used to be more finely classified using the following technical terms that later began to be abused by the rest of society

The black female stats are almost perfectly negatively correlated. A while back, I saw a few articles that could explain this (here's one: http://www.msnbc.msn.com/id/32379727):

Among black women with postgraduate educations born between 1956 and 1960, the median age at which they gave birth for the first time was 34 years old. This was about the same as it was for white women in the same demographic. But once white women reached their 30s, many more of them did give birth, often more than once. Many black women did not. The rate of childlessness among this group of black women rose from 30 percent for those born between 1950 and 1955, to 45 percent for those born between 1956 and 1960.

45% of middle aged black women with postgrad educations are childless! For all the talk of advancement by black leaders, it doesn't seem that they talk enough about this fact that the best and brightest in the black community are not having children.

And while I know turning this into an affirmative action debate is not in the spirit of the original post, here's another interesting note from the article I cited:

Black women are less likley to reproduce outside their race and since Black males lag in acheivment behind their sisters they don't on average seem like the kind they wish to "settle" for.

The Black community needs to create a culture that encourages hard work among males and rewards their academic acheivments instead of accusing them of acting white.
