I said the state shouldn't discriminate against citizens. Other humans are not its responsiblity of a state unless citizens themselves demand goverment to take care of them as well (which you must realize is the case in the Western world to a large extent).
I mentioned this before, and somebody--you? David Floyd? I don't recall--said that the point was not to get so worked up over lower Black test scores, as they have lower potential. That is blatantly racist--you'd be treating children not as individuals with their own potential, but as representatives of their race. If anything, you might categorize people by their actual IQs instead of just assuming the rough correlation "black = dumb," and that would be more sensible. But it's just bad policy to assume children can't rise to a challenge.

Group differences aren't merley an academic point if you accept the second premise, since if group differences are reality then you will need to accept that equality of opportunity will not lead to equality (this could easily be about class, sex or age and it often is in such debates so try to abstract here a bit).
High IQ people do better on tests than Low IQ people... but the majority of people from group B are in the lower half of the bell curve of the A+B group, while group A is in the upper half. Group B does worse on tests than group A. Don't you see that differences in test scores that are not beyond the IQ gap between group A and B are nothing to be concerned about? Abstract here please, I'm not talking about Blacks or Asians, I'm talking about A and B. A and B are social constructs! Just like family or sex or species or calss or hair color or whatever! Its a tag we give to cut up reality into little neat pieces. Define group A as the upper half of the bell curve, define group B as the lower half of the bell curve, do you still have a problem with them scoring differently on average on school tests? What if we take group C and group D and define about 2/3s of A to be a part of C as would be a 1/3 of B (and the opposite would apply to D).
Are you upset by score differences between C and D? If so why not since Asian vs. White gap concerns you?

Not going to bother with quoting: aside from the substantial overlap, it's just vicious to give people lower opportunities on the grounds that you think they might not do as much with them. Even if it's true, you're just kicking them while they're down. "Hmm, you look like a lousy golfer. We'd better start you with your ball in the sand pit, keep you from bothering the nice people on the green." And people are individuals, and need to be treated as such. Broad, overarching plans treating humans as vague statistics are a big no-no, if not an outright danger sign.
