I think most conspiracies are of the "Be ready to dump your stock ofwhen the price hits 22 3/4 a share." Anything else that requires competence on the part of multiple people who have to keep their collective mouths shut is doomed to failure. I'm consitently stupid- Japher
I think that opinion in the United States is decidedly different from the rest of the world because we have a free press -- by free, I mean a virgorously presented right wing point of view on the air and available to all.- Ned

It just doesn't seem all that plausible to me.
In fact, that motive sounds juuuust benign enough to make it more believable that a sufficient number of people would be in on it. Come to think of it, where do I join?
Come to think of it, Kitschum's post reminded me of another way around your points; maybe the Martians came and told "them" that humanity has until 20xx to get our act together and build a one-world government worth dealing with, or otherwise we get annihilated and our planet stripped for resources. Again a benign motive for conspiracy with an understandable endgame. Or maybe "they" are bound by some sort of intergalactic treaty with a nondisclosure clause. Hell, once you throw little green men into the mix you can spin just about any story that will suit your needs.

Even without aliens though, since when would saving Earth from perceived ecological devastation of man's own making, enhancing the species with eugenics, bringing an end to war by unifying into one state, etc. be a "mundane human motive"? Not all conspiracy theories are strictly about "them" satiating "them"selves with egomaniacal power trips like cartoonish Bond villians.
