Where the tax gets paid will depend on the item taxed.

The point being everything after the origin. The rail or trucking company will not be collecting carbon tax, and they will not show it on their invoices. Likewise, the manufacturer will not be collecting carbon tax, and they will not show it on their invoices. Industries will not be collecting carbon taxes on materials sold, but on emissions from their plant.

There will be nothing for most farms and businesses to claim back at the border, because they will not have paid any carbon tax directly.

I am familiar with how they are discussed for implementation in Canada. I have read some about how they are implemented elsewhere.

Nowhere have I found any information about exports having carbon tax refunded.

No. You're thinking of solar cycles, and 11 years is only an average for those.

We're not simply picking out a single year out of thin air and making conclusions from it here.

You are picking an abnormally hot year (1998) and then pointing to the regression to the (upward-sloping) trend line that followed it as "proof" of global cooling.

He's not talking solar cycles, he's pointing out any supposed cooling from a La Nina shouldn't or doesn't last 11 years. And the global warming crowd insists on claiming the warming trend we've seen since the end of the little ice age (an abnormally cold snap within an interglacial period) is proof of global warming, tsk tsk.

A warming trend that occurs over a 150-year time frame is legitimate evidence of a changing climate. An eleven-year trend is not, especially when you cherry-pick your starting year. This really isn't that hard to understand.
