The only reason why Obama doesn't want to go through 100% with clearing up the past is because he needs his political capital for projects he deems more important right now - such as health care.

- If he prosecutes the interrogators they'll claim he's merely looking for scapegoats.
- Should Obama take on the CIA-leaders the Repugs will shout he's endangering US safety - which is a fallacy of epic proportions.
- And finally if Obama investigates Bush-era leaders he'll be accused of organising a witchhunt against his predecessors.
