Well, if there was tazers built into the dispatchers chairs that fired if they failed to send tazer units out, it coukd probably increase their effencicy.
I'm just not shure how they should react if the dispatcher swears.With or without religion, you would have good people doing good things and evil people doing evil things. But for good people to do evil things, that takes religion.

According to Chapter 7, paragraph 3, line 4 the Dispatcher should swear first. If waits and swears second, ZAP also. The Dispatcher is duty-bound to zap themself.Life is not measured by the number of breaths you take, but by the moments that take your breath away.

What do you mean? It's in the manual. The dispatcher has to swear first, or he has to zap himself if the caller swears first.
