The political gain doesn't last forever. People who have benefits tend to forget that they're not carved in stone, and that they're worth defending, at least with a vote.

We have one of those going. California's central valley is one of the largest agricultural zones in the country (measured by value of ag output) though not the largest by any means. Still, we're in our 5th year of drought and we're under court order to keep the major rivers of the state (the American and Sacramento rivers which drain most of the state and empty into San Francisco bay at the California delta) flowing at a certain preset level for wildlife (mostly salmon but also a half dozen endangered native fish species). This has meant that farmers have been shut out of most irrigation water because river levels are so low plus there is hasn't been sufficient rain for five years now so its pretty much a disaster for farmers in this state.

In California the max is $950 every two weeks or $475 per week. That doesn't go very far and I can't imagine how people survive on less then $2000 per month in this state especially if they have kids.
