Very simple. "Is" is an equivalence relation. It therefore has the property of reflexivity. "A is A" is therefore a true statement for all A.

I have no idea how to make this any simpler for you: an IOU for a debt in dollars is a promise of currency. Currency is not a promise of anything. It's already currency.

Technically, there is a promise that currency will be exchanged by the government for other bits of currency, but that's it.
