That she was being an uncooperative and confrontational ***** who ultimately had to be restrained, and got what was coming to her. I know full well that statistically use of a taser actually injures less often than manhandling does, but that logic doesn't apply to downing a geriatric with such an unusually high risk of hip fracture on hard pavement. In light of that risk, just grabbing her damned feeble arms and cuffing them would have appeared safer if I were in the guy's shoes.

I've seen no evidence of what said policy actually states. For all we know that county might use an objective standard, which would necessarily take into account the degree of physical threat posed by the subject in question.
