Since Dongeal isn't around, I'll have to fill in (note, I'm not a sworn member of MPDC yet, but I've done a little patrol-related work. Also, our techniques/practices originate with FLETC, so what I know comes from the Fed's best practices):
Looking at the video, I have a few thoughts:
1) The initial push out of the way after the woman exits the car is justified for her safety. There was probably no more than a four or five foot envelope to operate in and if there was a physical confrontation one or both people could've been struck.
2) Multiple warnings from the deputy and lawful commands (i.e. "put your hands behind your back") that aren't obeyed along with her resisting handcuffing clearly put her in the territory of 'Active Resistance'. Federal guidelines generally permit physical takedowns and the deployment of chemicals like OC to bring the subject into compliance. DC doesn't have tazers (yet, but they're coming), but I'd assume that they'd fall into the same category as OC.
3) Granny wasn't voluntarily going down in the video; that's her falling from being tazed. Issuing verbal commands while executing takedowns or other maneuvers are SOP. When I'm doing a takedown of someone during training, I'm shouting for them to 'get down'/'roll over'/'stop resisting' even if they aren't or they're not down on the ground yet. The deputy's actions were pretty professional and by the book as far as I know.
4) Although the deputy was probably justified in using the tazer in terms of the letter of the law and his department's regulations, he probably would have been better off going hands on with granny. Joint locks are surprisingly effective in generating compliance.
The point that usually goes missing in these debates. Most folks think tasering is okay when the "suspect" hasn't complied with a verbal request. It's not.
When you're being arrested and resisting actively like Grandma in the video, it sure is **** ok. I'm betting tazering would have been a lot more pleasant than a fractured wrist or a dose of OC.
On another note, what kind of pussies are you Brits when this sort of thing is some kind of scandal:

No. That might be the way you learned your regulations, but that is NOT an acceptable use of force in my book. And it's exactly the sort of thing which makes me want more civilian oversight of the cops.
