  • Obama urges laggards get ready for digital TV

If it's been discussed previously, I apologize.
Why is this being done? Why is the government involved? Why, oh why, is the president involved?

WASHINGTON (Reuters) – President Barack Obama warned Americans on Thursday who have not prepared for the June 12 transition to digital television that their TVs could go dark if they do not get a converter box soon.

"I want to be clear: there will not be another delay. I urge everyone who is not yet prepared to act today, so you don't lose important news and emergency information on June 12," Obama said in a statement.

Congress originally mandated the nation's nearly 1,800 full-power television stations to switch to digital signals from analog on February 17, and about one-third did so at the time.

But fearing that as many as 20 million mostly poor, elderly and rural households were not ready, lawmakers voted early this year to postpone the transition almost four months.

"The number of households unprepared for digital television has been cut in half. Still, some people are not ready," said Obama, who has been traveling in the Middle East.

"I encourage all Americans who are prepared to talk to their friends, family, and neighbors to make sure they get ready before it's too late," Obama said.

The switch is intended to free up airwaves for broadband and enhanced emergency communications for police, firefighters and other first responders.

A converter box for TVs that now rely on an antenna to receive a broadcast signal costs between $40 and $80.

The Commerce Department offers $40 coupons through its website at www.dtv2009.gov. It warns consumers who apply now that they may not receive a coupon in time.

This is being done to free up valuable bandwidth in the TV part of the spectrum. The government is involved because broadcast access to any part of the EM spectrum obviously needs to be licenced/regulated by the government as a valuable public resource. The President is involved because he is part of the government; in fact, he is the part of the government which has the greatest responsibility for communicating directly with the general public.

I'm glad I could answer your questions.

Deadline has already been pushed back once. I don't think they have much fear of thier TVs not working now.

I guess I should get the converter. But I haven't turned me tv on in over 3 months. I'm serious here. My working hours and lifestyle are big factors in this. As daytime tv is absolutely horrible. Nothing could get me to watch Oprah and Jerry Springer. While I could tape shows, I never get around to watching them. I have no use for tv anymore.

but he does provide a good point about being a place to find emergency information, so maybe I'll get the converter.

I don't own a TV. Do I still need to get a converter?

yes. It allows analog images you get from looking out the window to be converted to digital so your brain can process them.

Damn. So that's why the pond in the backyard has been looking blurry lately. I was blaming the rum, but now I know better.

Since it's actually going to happen this time, it's worth having a thread.

This change - converting US broadcast television to digital transmission -- applies only to over-the-air television. And if you don't like it, blame the Bush administration. Obama's nominee to head the FCC hasn't even been confirmed yet.

Basically: Analog TV ends June 12 (originally scheduled for this past January); all broadcast stations convert to digital-only transmission at that time. Old analog-only TV sets will cease to receive over-the-air signals at that time. (DTV stations are on different channels from their analog predecessors (21-69 but excluding 31-33).)

To get an analog TV to work in the new DTV world requires a set-top converter box. There are government coupons available that rebate some of the cost. I'm told the converters are easily available at Best Buy et al. But since I have cable, the DTV change will not have any effect on me.

                      FCC logjam may end soon
                      June 1, 2009 — 10:15am ET | By Phil Goldstein

The stalemate over the confirmation of FCC nominees, including that of President Obama's choice to lead the commission, Julius Genachowski, could be ending soon.

Senate Republicans appear to have settled on former Commerce Department official Meredith Attwell Baker and current FCC commissioner Robert McDowell as the two GOP commissioners, according to a Wall Street Journal report citing officials close to the process.

Genachowski has been awaiting confirmation since early March. His confirmation hearing was originally scheduled for May 12 but was postponed. Obama also has nominated Mignon Clyburn for an open commission seat on the Democrat side.

If the logjam over the nominees ends, Genachowski's confirmation hearing could occur in June, with the remaining nominees vetted thereafter. Acting chairman Michael Copps currently heads the commission.

The fight over nominees has forced FCC commissioner Jonathan Adelstein to remain at the FCC. Adelstein is slated to head the Rural Utilities Service, but cannot take that position until a new nominee is confirmed to take his seat. The FCC is in the midst of coordinating a plan for a massive expansion of nationwide broadband access, as well as the June 12 digital TV transition.

This change has been in the works for many years, with the FCC presiding over a reallocation of the TV spectrum to accommodate the change to digital technology. In fact, all the regulations pertinent to this change culminated the the FCC's 2nd Report and Order, issued last November by Bush's commission. This is totally NOT an Obama thing. It's a very pro-business change that will ultimately benefit a number of high-tech industries.

There are a number of things happening. What most directly affect the public is the change to DTV that starts next Friday. In addition, Public Safety communication is going digital; the 700 Mz band has been auctioned off to the providers (raising close to $20 billion IIRC).

Also, a new class of wireless products called TVBDs (TV Band Devices) has been defined (albeit, not fully). Think wi-fi on steroids, with detect-and-avoid capabilities allowing them to share spectrum with DTV stations and wireless mcrophone systems without interference. There will be a nationwide geolocation database of licensed users and their frequencies to help protect users with priority (like TV stations). Companies like Microsoft, Dell, Google, Philips and HP are all drooling at the possibilities. These products should start seeing the light of day within a year.

In the end, the economy should win, since all of America will need digital TV sets, which will stimulate the migration of HD into our homes, with bigger screens, 5.1 surround audio systems, blahblahblah...

Now stop trying to blame Obama, Tex. He's only the mouthpiece on this, and only because no one would pay attention to the same words coming from an FCC commissioner.

I wanted to know why. Obama was just a part of the question, since he was cited in a news article.

I think the initial reason was for the goverment to make some cash selling the bandwidth. And we did make some money on that.
