I think they don't subtract out the transfer payments from the feds to the states -- i.e., there's some double-counting in there.

Further more Funding capital projects (roads, bridges, damns, new power lines, new freeways, new railway lines, etc...) is ideal during down turns because costs are much lower during these times and often they even come out ahead because it means that we have to spend less on these items in the future. That's real stimulus, which was the point most Democrats made, but, Republicans insisted on yet more tax cuts for the rich which is a thoroughly failed policy.
How stupid are you? The GOP didn't vote for the stimulus. Only three Republicans in the entire Congress supported it. As such, there's no way the Republicans could've forced "tax cuts for the rich" or any of your other fever dreams into the stimulus package. The stimulus was a solely Democratic endeavor and they're responsible for its shoddy structure and ultimate failure.

The Democrats completely changed 60% of the stimulus to try to get the Republicans to vote for it, the Republicans demanded the changes, then played two face and voted against it any way. It was pure partisan hackery much like your declaring the stimulus a failure when less then 10% of it had actually taken effect (again because Republicans insisted it be delayed and spread out).
There is just stupid and then there is dishonest and Drake is being dishonest.
Of course this is an example of why most people say Democrats shouldn't try to please Republicans because they will never act in good faith and instead will just try to water things down before voting against it. Thus the smart thing to do is just to ignore them and do the right thing no matter how much they whine. Of course, Obama, being a weak nilly, keeps trying to make Republicans happy when they will never be happy and instead should just be **** on or ignored.

It's almost always known who's going to vote which way on a bill before a vote takes place. The Dems knew damn well that the GOP wasn't going to vote for the stimulus and therefore had free rein to shape the bill in any way they pleased. The stimulus package is the Dems' failure...
