1) No self respecting Welshman would ever, EVER, say they're English to someone who doesn't know about Wales - just like you would never say you're American to someone who'd never heard of Canada...

2) He's getting insulted by a self-righteous Englishman and doing absolutely nothing about it.

3) He is pretending he understands Welsh and yet has made a total and utter hash of it. It sounds like he's heard the phrase and is spelling it phonetically from memory - he may have visited Wales as a spotty teenager on a school trip or something - we get literally hordes of kids here from places like France, Spain and Italy for some reason...
