    Actually

    Based upon KHs explanation....

Some insignificant % D-D collisions will have enough energy to overcome a 40Kev barrier.
Adding any energy to the system will increase this %.
Once a reaction occurs and releases its energy to the surrounding solution, this will increase the energy of the system.

This could explain why it only happens 70% of the time and why it can take weeks to start.

I wonder if there is such a thing as a nuclear catalyst?
“It is no use trying to 'see through' first principles. If you see through everything, then everything is transparent. But a wholly transparent world is an invisible world. To 'see through' all things is the same as not to see.”

The Sahara was green only a few thousand years ago. The Atlas mountains have been around a bit longer than that. It's the weather patterns, not a rain shadow, that causes North Africa to be dry.

One of the reasons given for a permanent Lunar presence is the availability of He3 for extraction, so how do these other fusion fusion processes figure into things?
No, I did not steal that from somebody on Something Awful.

I'm not aware of any ring in the design

Can't remember I said anything about why sahara became dry - just that if you want to blow something up with some nukes, then it would be better to drill a hole in the Atlas Mountains and thereby alter the weather patterns.
With or without religion, you would have good people doing good things and evil people doing evil things. But for good people to do evil things, that takes religion.

Will provide more detailed calculation in a bit to explain to pchang why his answer doesn't make any sense numerically.
