Other parts are funny: Ugly Bob wearing a bag on his head so he can get laid, Saddam becoming confused as to whether he comes from Iran or Iraq, searching for the daughter: "We're in a foreign country, we don't speak the language, and the locals hate us. How will we ever find my daughter?" "There she is." "Oh. Good."

This whole episode was based on a joke that wasn't funny. Once again, a joke that isn't funny isn't funny.
The only thing that kept this episode from being worse than the queefing episode was Mancia getting hit in the head with baseball bats. Although being hit in the head with baseball bats in not particularly funny, it was richly deserved.

That actually makes no sense.
If you didn't like this episode, I don't see how replacing the fishstick joke by a funny joke would have made you like it. The joke would still be tired something like 5 minute in (unless you are saying you can laugh 30+ times at the same joke in 20 minutes).
I am not saying this was necessarily a good episode, merely that the "funnyness" of the episode is not supposed to be the fishstick joke itself, but in events surrounding it, hence the fact that you didn't find the fishstick joke funny is irrelevant.
