Sounds like he had depressions.

More or less.
If you want to buy a weapon you have to apply for a weapon ownership licence. That´s the licence you have to get if you are a competitive shooter.

It entitles you to possess weapons and use them in shooting ranges (you are also oblieged to carry the weapon in a secure case from your home to the shooting range and you are also oblieged to store your weapons at home in a secure locked arms cabinet (AFAIK you also have to store arms and ammunition in separate places, but I´m not absolutely sure about it))

There is also another licence, which is a firearms carry licence. Only with this one you are allowed to openly carry a firearm in public. But this one is only issued to a limited circle of persons, police officers, members of private security forces or people under a raised threat level (these persons also have to be thrustworthy and have no entries into their criminal record).
(abother group of people who are allowed to carry a weapon in public are hunters, which get the permission together with their hunting licence).

So, in short, yes, there are so many laws concerning firearms (and rules to follow if you legally want to possess them) that you won´t have many people, aside from competition shooters, hunters or people who need them for their job, who legally posess firearms.

Well,I assume as it is tradition german politicans (especially the bavarian ones, from the CDU/CSU ) will once again blame ego shooters (usually called killer games by them), heavy metal and/or action movies

Well, it does kinda startle me, that no-one talks about the dad of the kid. He had -what,17?- guns in his house and apparently didnt lock at least one of them away properly. It was the typical thing of: ´One morning one gun was missing...´

Jesus, I know kids can be awkward about sex and dating in high school but to go on a shooting rampage because he's angry about being virgin? He had university to look forward to. His life had hardly even started for him.
