I found it interesting, I have read 'sympathy for the devil' genres before but this had more elements of intrigue than previous reads. So I might be a bit biased as I am a sucker for that stuff (ala Martin Fire and Ice series) B+ to A minus rating.
To be fair I picked it up from a recommendation of the Barnes an Nobles nerd. After reading it I think I will give Brust additional read time. I hear his Book of Jhereg stuff is good.

"To Reign in Hell" wasn't my favourite Brust book by a long shot.

Mostly I think Brust is overrated, although the the Khaavren Romances were fun (I just read 2 of them though). He is a good writer, it is his stories which are 'eh'.
