He knows that this is just bull**** political posturing. They're going to take the money, after having made some show of resisting. Hah.

I dunno. I could see them turning down at least part of the money specifically part dedicated to requiring the State to pay jobless benefits to part time workers. There's prolly a few other provisions as well that could spark a refusal. However, you're prolly correct that the governors in question will accept at least a good portion of the money.
