And excatly after these words we can see an army made out of human-form metal skeleton with METAL TEETH scorching human resistance fighters with their fancy plasma guns.
No single mention of incoming victory.

That's the point. It's comlete post-nuclear anarchy. You either find a way to survive (by running away or making/joining a gang) or die. The third open test will be held at Aug 15 and will last up to release. So I can't answer your question, 'cause there was no open to public action since the end of 2nd OBT. But 2nd OBT was something! I've never been so hooked to any game since the original fallouts in the middle of 90s.

From another site, some of my problems with the movie...

1.) What the hell is anyone doing topside at any point in this movie? A few satillites with infrared would allow a computer like Skynet to instantly monitor the whole dame planet via infrared sensors. Perhaps we could excuse a few single dudes walking across the desert, but whole damn airfields bustling with activity? WTF?

2.) It sure is fortuitous that the machines just decided air superiority was unneeded. Oh wait, they did have air superiority craft that cleaned the floor with human air power every time they appear, so why the hell do the humans have an apparently robust air capability?

3.) Screw why the human air force can apparently achieve parity and superiority over the machines, why the hell does it exist at all? Sky net nuked Russia with everything we had, and Russia nuked us back, there wouldn't be a military airframe of any significance left.

4.) So apprently skynet missed a warhouse full of A-10s. I wonder where the resistance is getting hundreds of thousands of gallons of aviation fuel to fly them and the Ospreys/Seahawks/Hueys for the number of sorties we just see in this movie let alone the entire 15 years of the war.

5.) Why is the rebel base located in a former missile silo? Would not former military bases be the first place the machines would look for/secure after this war started?

6.) Since apparently you can build whole bases in the light of day topside without skynet dropping a nuke or just conventionally capping your ass, why is the high command isolated in a single submarine? How exactly are they communicating with said sumbarine? What shipyard facility are they using the maintain said submarine let alone maintain the reactor?

7.) Why is a foot solider, and thats all the cyborg dude was, given access to the entiretly of Skynets defenses? Why did skynet just reactivate them after finding the dude messing around in the system where he should be?

8.) Why the hell are skynet facilities built to human specifications? Why would there be ANY manual key pads or consoles anywhere?

9.) Why did they only send TWO terminators to take out the trapped #1 and #3 targets of the entire war? Why was one of them an organic covered model when there is no need for it?

10.) Why, throughout the entire movie, does Skynet show such ineptitude for air defense. It was a primarily strategic defense USAF initiative! Ever hear of SAMs skynet?

11.) We see a factory obviously capable of pushing out thousands of terminators a day probably, so why are there so few anywhere?

12.) Sometimes terminators can take on grenades with no problem, sometimes they can have an M4 shoot them through the head in one shot. Flip a coin to find out which way it will happen at any given moment (or think of what is the laziest way for the writers to fullfill their plot points.)

13.) Why are the machines collecting people?

14.) They identify Connor's father early on in his capture, why is he not killed on site? You don't need Connor or anyone else, if this kid dies Connor never existed.

15.) As mentioned, why will the terminators not terminate their targets! The film goes through great lenghts to show us just how strong or fast or knowledgable about anatomy thes machines are, but the NEVER use it. Crush this guys head like a mashmellow, or toss him across the room closer to his dropped gun? Hmmmmm....

16.) I was glad to see that the enemy of humanity machine Skynet can provide OSHA compliant workspaces even if the human space faring polity the Federation cannot.

17.) If you could just directly attack Skynet headquarters and get away with as easily as we saw, why the hell was it not done in the first place. Sending in helicopters to transport civilians was asked for without any second thought on Connor's part.

18.) Why are the water terminators so weak? You can hold them down with just your bare hands.

19.) Why is necessarily weaker and older model cyborg dude a match for a brand new T-800 model when he is obviously half the size of the other?

20.) If the terminators are powerd by nuclear reactors, why would they ever be effective infiltrators when a gieger counter would detect them for a dozen meters away?

21.) We see three T-800s destroyed in T1 and T2 and T-3. In each case their destuction (one by fire) never once illicits a nuclear detonation. In fact, there is no way to set of a nuclear warhead by simply using an outside charge, it has to be the specific charge inside the warhead itself, and reactors don't even have that.

22.) So apparently no human has ever gotten so close to skynet before, but Connor and Common just stroll right up in their jeep and set up a picnic right in the open.

23.) So Connor broadcasts a nice daily resistance message everyday, why is this not triangulated and nuked every day?

As for Skynet using human forms for some of its fighting, this is somewhat explained in some of the less popular media. When Skynet nuked the world it also destroyed its own industrial infrastucture. It was never given command of mines/factories/transportation/etc. assets anyway, and most if it was destroyed regardless. The first years after judgement day there wasn't much terminating going on, but rather Skynet was just trying to establish a working economy with which to prosecute the war. Given this lack of resources and production ability, I have no problem believing they designed their machines to be jack of all trade types, easily switched from one job to another when required (why they kept the teeth regardless of present role).

Is that a perfect explaination? No. I am glad that someone somewhere in the franchise attempted to rationalize the universe. Thats more than I can say for the new Star Trek.

Cool would have been ****ing laser guns. T1 AND T2 PROMISED ME THERE WOULD BE LASER GUNS IN THE FUTURE.

Yeah, I was disappointed in that. Keep in mind though that the future scenes in T1 and T2 were several years after after the events of T4. We just saw the first operational T-800, there is no reason to assume the laser guns were created yet.

This is presumably just around the time the humans are trying to capture the time machine.

The T-600 was also used as an infiltrator, it is the model that used a not very convincing rubber skin we hear about in the first (second?) movie. That also explains why some of the 600 models have buts of clothing and what looks like flesh dangling off them.

Like it or not, but that was James Cameroon who brought "METAL SKELETONS with METAL TEETH as frontline combat units" in T-2. And he (through the voice of Sarah Connor) didn't say a word that the oppening combat scene of the T-2 was the last effort of Skynet to avoid its destruction. I had exactly the opposite impression that that was just a routine operation of metal skeletons with metal teeth terminating human weaklings.
