No, I thought the theory was that whites were supposed to abstain, i.e. not breed. The real rationale's probably that Africans are less capable of abstaining. Yeah, that's it.

As a matter of fact, thinking like that has guided U.S. foreign family planning for more than three decades, with various justifications. First I heard was it's better to prevent a communist from being born than have to fight him twenty years later. In Puerto Rico, it was routine to sterilize women without their consent. By the late 80s, as many as 42% of women of child bearing age had been sterilized on the island.
