            They don't need to be cheered for it though. I do find it amusing people who curse Bush over his domestic spying rush to cannonize a major player in COINTELPRO who only acted to save himself from being fired by Nixon and not out of any real patriotic duty.

                              Well, they are used in wars and the aftermath.

                              Peace time, not so much. They were wildly unpopular and very ineffective. Maybe because there was little buy in for them under the conditions.
