            I'm afraid what kind of arms race this could trigger.

            Enemies start out with just shoes, forcing us to up the ante by using boots. Then before you know it, our enemies will then have to turn to using steel-toed boots against us. And then . . .

            well, let's just say that the horror of this possible arms race may keep me awake at night for a long time to come.
