IIRC it takes 2/3 of both houses or 2/3 of the states to "propose" an Amendment, and then 3/4 of the states to actually ratify. Sort of a silly process, but considering how many things there are that 75%+ of states do agree on, it's surprising that it doesn't happen more often.
