As much as I crave information myself and agree people should desire to do the same I find the entire premise of the report to be erroneous. First off it's an inherently elitist position to claim that one vote is of greater value because someone is more educated or informed and that low information voting 'pollutes' the system. In a Democracy all votes are equal and the entire point of representation is to free the individual from the complexity of actual governance while allowing them to chose the high level goals and agenda of society.
Thus the voter only needs to know two things, their level of satisfaction with the past term of their leadership and who the incumbent is, simply voting ones satisfaction or lack of is the simplest and most effective thing you can do. It's even MORE effective then that of most 'informed' people who tend to have or develop strong ideological opinions as ideologues by definition believe in particular government policies on theoretical grounds not pragmatic ones. People who don't get into the details of ideology have one less thing getting in the way of judging government by its results.Companions the creator seeks, not corpses, not herds and believers. I'm 100% against any type of elitist voting system but I do think we might be better off with some type of basic questionaire in order to weed out the brain dead of all ages.We need seperate human-only games for MP/PBEM that dont include the over-simplifications required to have a good AI
