Here in Belgium a 'person' under 18 is not allowed to vote.
And, if I am not mistaken, a 'person' under 21 cannot be elected.
I have no idea if 'persons' in psychatric asylums are allowed to vote or not.
I have no idea about 'persons' having Down Syndrome.
My grand mother in her last years thought WW2 was still going on and prayed for the prisonners 50 years after the war was over.

Person: a human at the age of legal majority or older, who is legally competent to handle his/her own affairs. Currently, that would be everyone 18+ years old and holding their own power of attorney.
And, obviously, American citizens only.
I'm sympathetic to OzzyKP's cause, but want to frame this answer in the context of the Stossel meme, which was based on knowledge rather than pure age (although it was clearly aimed at partying youth).
